TGA (Aus) and FDA (US) stance on cloth menstrual pads
Therapeutic
Goods Administration {TGA} (Aus)
Menstrual pads are not considered
"therapeutic goods" so don't need to be regulated through them.
http://www.tga.gov.au/legis/tgeg0501.htm.
Menstrual cups are also considered to be therapeutic goods (though if you
look at their guidelines, they shouldn't be), which means that only the
keeper (which is the only cup approved so far) is legally allowed to be
sold in Aus. Though you can bring personal supply of non approved
medical devices into the country (eg its legal for us Aussies to buy any
cup from overseas for our personal use, but we can't sell them here)
Food
& Drug Administration {FDA} (US)
Menstrual pads, including
cloth reusable ones are covered by this it would seem. (What does
this mean? well I assume it means to legally sell cloth menstrual
pads in US you have to have them approved by the FDA.. though I doubt many
bother...)

Moon Hut / Red tent / Moon Lodge
(In other cultures and times
of old, women would spend part or all of their bleeding time in a special
menstrual hut. Some (mostly men) believe this was because women were
considered unclean and were banished away... others believe this was more
about a magickal, powderful and pampering time for the women. In
todays society some women do still take time away from everything to relish
in this special time. There are some online communities dedicated
to gathering menstruating women together for love and support)

Menarche Rituals
(The first menstruation (Menarche)
has often been an important milestone in a young woman's life, and many
cultures have a special ritual for this. It is still practised in
todays society too)
